In 2026, the quantum risk horizon moved — not because of a scientific breakthrough, but because of vendor behavior. Google pulled its post-quantum cryptography migration forward from the early 2030s to 2029; Microsoft followed with a similar acceleration; IBM's leadership signaled that early examples of quantum advantage could emerge within the year. Each was a bet, by organizations with the deepest visibility into the field, that waiting for certainty was no longer the safer position.

The telecom industry now faces a particular asymmetry. The date a quantum computer capable of breaking today's public-key cryptography arrives is unknown, and may never be announced. The deadlines for migrating away from the algorithms it would break are already fixed, with government roadmaps on four continents converging on 2030 for high-value systems and 2035 for full migration. And telecom, with its decade-plus hardware cycles, hardware-embedded cryptography and roaming chains only as strong as their weakest algorithm, carries that asymmetry harder than most.

The readiness gap is measurable. In research RCRTech conducted among global decision-makers, 39% called harvest-now-decrypt-later an urgent threat, while 41% acknowledged the risk without treating it as urgent. A quarter — 26% — said their organization had no formal quantum-safe strategy in place, and the largest group, 46%, described their organizations as still in an early awareness or research phase.
